| 内容記述 | On June 21, 1989, an executive summary entitled"Expansion of the Special Education Feeto Homes for Education and Training of Juvenile Delinquents" was presented by theEducation Department of the Ministry of Health and Welfare (now Ministry of Health, Labour,and Welfare) at the National Meeting of the Heads of Juvenile Counseling Institutions.According to this report, although Homes for Education and Training of Juvenile Delinquentswere applicable to juveniles under the age of 18 as child welfare facilities, some homes didnot accept juveniles after the 3rd year of junior high school, or else expelled all studentsequally upon graduation from the 3rd year of junior high school regardless of the juvenile'sstate of reform. This was a problem that needed to be addressed urgently. Changes weremade such that, in the event that a juvenile wished to attend high school or equivalentschooling, assistance was provided to the juvenile to this end. In the event that it was stillparticularly difficult for the juvenile to leave the home to attend high school, the juvenilewould be able to remain the home and attend high school. The cost of this is the sameas for a foster home, with the payment of a special education fee. The point of this reportis that Shiga prefecture had already independently introduced a system for juveniles to attendhigh school, and there are a number of cases of juveniles attending high school from anumber of Homes for Education and Training of Juvenile Delinquents, demonstrating theeffect on the self-reliance of the juveniles. This report discusses the difficulty and significance of enrolling, attending, and thengraduating from high school for the juveniles of Shiga Prefectural Tankaigakuen. | |||||
